Description

Performs responsible technical administrative, supervisory work in the Corpus Christi District Office of the Oil and Gas Division. Work includes the responsibility for assisting the Director in managing, evaluating, and supervising work performed by the field personnel including assignment of jobs in the field. In addition, the Assistant Director is responsible for ensuring that assigned jobs are timely completed with reports filed to the office. Additionally responsible for managing, evaluating, and supervising work performed by the technical staff. Develops correspondence to operators detailing violations of Commission rules. Initiates various enforcement actions for the District Office. Duties also include technical report writing. Assistant Director will assist the Director in recommending and implementing training programs for field personnel. Duties require the processing of complaints filed within the District relating to oilfield operations. The Assistant Director will assist in conducting employee appraisals, participate in the hiring process for new employees and will recommend personnel actions as needed. Assists in coordinating the State-funded Well Plugging Program and the Site Remediation Program. Works under the general supervision of the district director and will assume the director’s duties and responsibilities in the absence of the director. Will receive additional assignments to maintain production workflow. Duties require that the employee be able to drive a car or pickup and be able to change a flat tire on the vehicle. Because the job requires the gauging of tanks, individual must be able to climb vertical ladders to a height of 16 feet. Must have visual acuity and the ability to discern colors. Must be able to use telecommunication equipment. May be required to walk up to two miles in all types of weather when making lease inspections. Must be able to carry a self-contained breathing apparatus for up to 30 minutes in working conditions.

Oversees the development of guidelines, procedures, policies, rules, and regulations and monitors compliance with policies and procedures.

Oversees the development, review, revision, and implementation of legislation.

Oversees the preparation of management and productivity reports and studies.

Oversees special investigations, research studies, and internal audits.

Oversees the development and implementation of techniques for evaluating business functions or division or department activities.

Oversees staff development plans and activities.

Oversees the development and evaluation of business function, division, or department budget requests, monitors budget expenditures, and makes adjustments as necessary.

Oversees the planning, implementation, coordination, monitoring, and evaluation of policies and procedures and monitors compliance with policies and procedures. 

Identifies areas of needed change and makes recommendations to improve operations.

Provides technical guidance for a business function, division, or department.

Represents the business function, division, or department at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.

May manage multiple business functions and provide oversight to associated staff.

Plans, assigns, and supervises the work of others.

Performs related work as assigned.

Typical Qualifications

B.S.in Geology or Engineering and 24 months of related experience. Experience and education may be substituted for one another. Registration as a Professional Engineer (PE)or Registered Professional Geologist (RPG) preferred. If the successful candidate is not registered, registration will be expected when the employee qualifies for registration. Knowledge of Railroad Commission statewide rules, state laws, and federal laws and regulations pertaining to the oil and gas industry. Ability to manage program activities; to establish and meet goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; and to plan, assign, and supervise the work of others. Must have a valid Texas drivers license. Ability to use and operate a computer and proficiency with MS Office software products is preferred.
